Abstract

ABSTRACT

 

               Objectives of this research were 1. to study the concepts, theories and Buddha dhamma related to human capital development According of the provincial administrative organizations at the lower Northern provinces support into the ASEAN community, 2. to study the present context of human capital development of the provincial administrative organizations at the lower Northern region according to Buddha dhamma and 3. to propose a model for human capital development according to Buddha dhamma of the provincial administrative organizations at the lower Northern region in order to move forward into ASEAN Community.

              Methodology was the qualitative method, collected data with two steps; step one, data were collected from 25 key informants, purposefully selected from experts in human capital development of the provincial administrative organizations and the expert in Buddha dhamma with the structured in-depth-interview script by face-to-face interviewing.Step two, data were collected from 11 participants in Focus Group Discussion, also purposefully selected from experts in human capital development. The data from the two steps were analyzed by descriptive interpretation.

              Findings were as follows:

              1) Human capital development with regard of Leonard Nader’s concepts was to develop the human himself so that he would be capable to response to the need of organizations and society. The developing process includes training, education and development to enhance the knowledge, skill and capabilities as well as the attitudes that were appropriate to the characteristics of government officers in order to move forward into the AESAN community in the areas of attitude improvement, identity creating and universal professionalism.

              2) General context of human capital development according to Buddha- dhamma of the provincial administrative organizations at the lower Northern region in order to move forward in to ASEAN community was that, at present, the provincial administrative organizations have means to develop the personnel to enhance knowledge, capacities, skills as well as working attitudes and have a model scheme to develop officers, employees and workers in line with B.E.2557-2560 local government personnel development strategy set by the Office of the Commission on Local Government Personnel Standards, Office of the Permanent Secretary for Interior to enhance the knowledge of ASEAN, skill of English, information communication technology usage and attitudes toward living together in harmony via the process of training, education and development.

              3) The model for human capital development according Buddha dhamma of  the provincial administrative organizations at the lower Northern region in order to move forward into ASEAN community applied Pavana 4, development  process, consisting of    1) bodily development, 2) morality development, 3) mental development and 4) wisdom development, integrating this Pavana 4 with Leonard Nadler’s concept to set up the model of human capital development of the provincial administrative organizations at the lower Northern region, consisting 3 models:

              Training; to improve attitudes and identity creation by means of 1) training promotion and working and experience sharing with other agencies, 2) appropriate law enforcement promotion, 3) good government personnel promotion and necessary attitude creation and 4) training to enhance the knowledge and acknowledgement of ASEAN. Education: to increase the capacity toward professionalism by means of             1) international context study promotion in the areas of culture, society and economy of the member countries, 2) law and good governance study promotion, 3) study promotion of ethics for one standard practice and 4) individual’s continuing education and profession enhancing promotion. Development: to move into universal professionalism by means of 1) promoting working skill to fit the environment change, 2) promoting the appropriate and correct law enforcement and leadership of all personnel at all levels,      3) promoting Dhamma practice, precept observance and mental development to have working concentration and 4) promoting skills of the language and technology.
